Cost Containment Engineering, Inc. (CCE) manages water and energy efficiency programs for a variety of industrial, commercial, institutional and governmental customers. We are a small group of experienced engineers (Principals pictured above) from l to r: Victor Castillo and David Frashier. When appropriate for larger projects and programs, CCE utilizes our network of specialized sub-contractors and consultants to accomplish our clients' objectives. CCE is licensed and registered with the Texas Board of Professional Engineers to provide these engineering services. CCE is a certified small business, available for teaming with prime contractors on governmental projects which require small business participation.
David Frashier, P.E. co-founded the company in 1998 and continues to serve as a Prinicipal / Co-Owner. He earned his B.S. in Chemical Engineering from Texas Tech University and is a licensed professional engineer.
Victor Castillo, P.E. joined the company in 2023 as a Principal / Co-Owner. He earned his B.S. in Mechanical Engineering from Texas A&M - Kingsville and a Masters Degree in Natural Gas Engineering from the University of Oklahoma. He is a licensed professional engineer.
