Telecom Companies Trying to Dodge SIM Card Bans Will Face Legal Trouble

On Friday, the federal government resolved to take legal action against any telecom operator or other entities that obstruct the deactivation of mobile phone SIMs belonging to over half a million people who have not filed taxes.

This resolution came about during a visit by Federal Finance Minister Muhammad Aurangzeb to the headquarters of the Federal Board of Revenue (FBR). The Attorney General of Pakistan, Mansoor Usman Awan, also attended the meeting.

Government representatives reported that the FBR had informed the finance minister about plans to deactivate the mobile phone SIMs of 506,671 people. These individuals were not on the active taxpayer list, yet were required to file their income tax returns for 2023.

During the discussion, officials also brought up the issue of the PTA not cooperating fully due to pressure from telecom operators to enforce this decision.

It was decided that the government would take action against anyone attempting to hinder the process of integrating these non-filers into
the tax system.

During the meeting, the finance minister informed attendees that the army chief supported the decision to block the SIMs of non-filers, emphasizing that there was no justification for opposing this action.

In a press release, the Pakistan Telecommunication Authority (PTA) recommended finding a middle ground between the Federal Board of Revenue’s (FBR) initiative to disable SIMs and safeguard the investments of telecom operators.

The statement said:

Our foremost objective is to uphold compliance within [the] regulatory framework and relevant legal provisions while safeguarding the interests of telecom consumers.

Despite the government’s plan to disable the SIMs of over half a million individuals, no restrictions are preventing these people from purchasing new ones.

Pakistan Govt to Draft MoU for Exporting Skilled Workers to Qatar

The government of Pakistan has greenlit a draft memorandum of understanding (MoU) between Qatar’s Ministry of Labor and Pakistan’s Ministry of Overseas Pakistanis and Human Resource Development, paving the way for skilled labor from Pakistan to enter Qatar’s market.

According to market observers, Pakistan missed an opportunity to export manpower to Qatar when certain overseas employment promoters held a monopoly over sending workers to Doha.

During a recent cabinet meeting, the Overseas Pakistanis and Human Resource Development Division highlighted that since 1971, over 300,000 Pakistani workers had migrated to Qatar, making substantial contributions to its socio-economic progress.

The officials also discussed Qatar’s proposal for a memorandum of understanding (MoU) to enhance cooperation in labor mobility. This draft MoU seeks to facilitate the exchange of expertise in labor relations, inspections, and occupational safety and health.

Following consultations with stakeholders and obtaining their input and
no-objection certificates, consensus was reached on the draft’s contents.

In the subsequent meeting, it was discussed that the Ministry of Overseas Pakistanis should prioritize sending skilled workers from Pakistan, particularly those with expertise in high technology, information technology, paramedical services, electrical work, plumbing, and other fields, to other countries.

The ministry was instructed to involve the community welfare attaches working in Pakistani missions abroad to gather information on job opportunities in foreign countries and the specific skills needed for those positions.

The National Vocational and Technical Training Commission (NAVTTC) was ordered to offer income-generating skills training as per the job market requirements in both countries.

‘Expect Major Increase in Milk Prices’ Warns Karachi’s Dairy Farmers Association

President of Dairy Farmers Karachi Mubasher Qadeer Abbasi has warned of an imminent increase in milk prices in Karachi, possibly by Rs. 50 per liter.

He attributed this expected rise to the high cost of milk production, escalating cattle prices, and government negligence toward these issues.

Abbasi urged swift action from the Karachi Commissioner to issue a notification reflecting the new prices in line with the increased costs of milk production. He added that if authorities do not announce the price hike by May 10, stakeholders will take matters into their own hands and collectively agree on raising prices.

The Karachi Commissioner recently issued a notification regarding the prices of essential food items. In line with Chief Minister Murad Ali Shah’s directives, a price control program was initiated to regulate prices through a designated list.

As per the notice, dairy farm milk prices were set at Rs. 180 for wholesale and Rs. 200 for retail per liter.
