The power of Semantic Web languages, is the fact that anyone can create one. How can someone do that? Simply by publishing some RDF that describes a set of URIs, what they do, and how they should be used. (URI = Uniform Resource Identifier. A Web identifier, like the strings starting with http: or ftp: found on the World Wide Web.
